Co-operative Governance

There is limited awareness and recognition of HABITAT Agenda and Agenda 21 in housing projects.

The ultimate responsibility for service delivery related to waste and refuse and sanitation rest with local authorities.  Co-operation exists in this regard between Province and Local Authorities.

There is limited compliance to EIA regulations for housing projects

Non compliance is largely due to lack of awareness or financial resources

Arrangements for Co-operative Governance and Environmental Management

The Department of Developmental Local Government and Housing and DACE are members of the Economic Development and Infrastructure Cluster

Joint project to address the Bucket Sanitation Systems still being used by many Local Authorities

Recommendations for Co-operative Governance and Environmental Management

As outlined above with the IDP process, there is a need for more integrated planning for housing and township development.  In this respect the IDP recommendations apply here.
