implemented in such a form that it will be part of the provincial GIS system, which is at the moment accessible via Intranet by the provincial government officials. The system will be extended in such a way that also the district and local municipalities will have a direct access to that. One option is to use Internet services to do this, but the decision of technical solutions will be made only in the later phase of the project.  All data should also be available in paper (hard copy) format, in addition to electronic one.

Plan and organize training for the preparation and use of the spatial plan and the planning instruments, including the use of the provincial GIS system for relevant provincial, district and local municipal staff

A training programme will be established to support the preparation and the use of spatial planning system including GIS-applications. Training and education will be planned and implemented together with local institutions like NW-University, which has the capacity and know-how for this kind of purposes. Target group for the training will be the staff of relevant provincial departments, other governmental agencies and district and local municipal staff.

The training to be organized could include also e.g. following aspects: a) increasing the awareness on environmental legislative requirements within all departments at municipalities by, for example, inviting an official from the provincial Department of Water Affairs or from Environmental Affairs, to conduct a workshop, b) ensuring that the spatial information generated is used in the project development cycle and to ensure the effective incorporation of environmental concerns in the project cycle by training of appropriate staff in the use of the established procedures.

Capacity Building in Environment-related Service Delivery

Carry out a comprehensive capacity survey of present environment-related service delivery systems

The project will carry out a capacity survey in municipalities and provincial agencies, which are responsible for the preparation of decisions on environment-related services as well as for their implementation. Existing information on financial revenue and management systems will be accessed from the provincial department of developmental local government. In this study the local human, technical and organizational resources are analyzed to find out possible gaps. The work will be done with the help of a hired consultant or institute in close co-operation with provincial departments and SALGA and its provincial filial NORWELOGA. The survey report will include suggestions for training and education and for other relevant measures to be considered by municipal and provincial decision makers.

Carry out a capacity survey of environmental monitoring systems in the province

Environmental monitoring and the dissemination of provincial and local environmental data and information will be a separate target for capacity surveys. Province government (Department of Agriculture, Conservation and Environment) together with other governmental agencies have the responsibility of environmental monitoring. North West province is maintaining its own laboratories and has some capacity to do environment quality monitoring, especially water quality monitoring. A capacity survey will be carried out with the help of external experts (national and/or international) and a special capacity building programme for the province will be produced. A special attention will be paid to the planning of comprehensive monitoring programmes and regular public dissemination of the results. The present and potential role of the private sector, with special reference to the large-scale mining, manufacturing and tourism industry, needs to be considered in this regard. See also Ch.

Plan and implement respective capacity building/training targeted at relevant provincial, district and local municipal staff

Based on the above-mentioned survey, a training and education programme will be planned and implemented. This will be done together with local institutes like NW-University. Training and exchange (twinning arrangements) between Finnish and NW-partners will be considered.

Guidelines for the utilization of (local) consulting services should be prepared during the inception phase, with special emphasis of the need for capacity building within the administration organizations. A detailed human resources development plan should be prepared during the inception phase.
