The chief of technical service concerned will give technical advice and supervision to service command shops. Service command shops will not perform fifth echelon (base shop) operations unless expressly authorized by the chief of service concerned.

'Dismantling of major unit assemblies will not be undertaken in the continental United States except by units designated by War Depart- ment.
