NATO was devoting too little time to assess threats to safety. The Alliance should act more condently so as to guarantee the ability to react to crises wherever they are likely to appear. “Reassurance” has to comply with NATO’s obligations towards Rus- sia. Russia, in turn, should actively contribute to the increase of the guarantee for its neighbours. Such a procedure will increase the condence of allies and strengthen the trust necessary for supporting “reset” in NATO-Russia relations. “Reassurance” and“reset”are two sides of the same coin, emphasised General Wittmann.
