NATO was devoting too little time to assess threats to safety. The Alliance should act more condently so as to guarantee the ability to react to crises wherever they are likely to appear. “Reassurance” has to comply with NATO’s obligations towards Rus- sia. Russia, in turn, should actively contribute to the increase of the guarantee for its neighbours. Such a procedure will increase the condence of allies and strengthen the trust necessary for supporting “reset” in NATO-Russia relations. “Reassurance” and“reset”are two sides of the same coin, emphasised General Wittmann.
