For instance, in the Czech Republic the fast-de- veloping Prague has already achieved 160 per cent of EU GDP, which means that the region was deprived of EU funds which are assigned to less wealthy regions. Georg Milbradt, member of the Saxony Parliament and the former Prime Minister of its government, thinks that the best way to increase competitiveness of regions is development of their advantages, investing in infrastructure, and using their own resources in an ecient manner as attracting foreign investors is eective only for some time. During the discussion on the role of the cultural and natural potential in social and economic development Dmitrij Czemakin, Vice President of the Kali- ningrad Trade and Industrial Chamber, stated that building new factories won’t be enough to guarantee a better standard of living. He reminded attendees that “cul- ture makes you aware of who you are, where you are headed and what experience baggage you have.”
