he region is a local environment closest to the citizen. In the practical dimen- sion a region is something a citizen has contact with and through its eective- ness he perceives the image of the state. Gerd Harms, advisor to the Enertrag AG Management Board, conrmed that Germany is grappling with the same issues. Trust in the state and public institutions, and the level of social involvement are too low in the Eastern part of the country. A remedy for this situation is building trust but not only among people, it is also necessary to build trust in local authorities and public administration among citizens, a natural consequence of which would be decentralisation. In Great Britain the situation is better. Andy Churchill, direc- tor of Merseyside Network for Europe, said that his country has a long-established tradition of local self-government, labour unions, and a tradition of people wor- king together. According to him social capital could be developed through building partnership and trust. “In Russia, the level of trust of citizens in authorities and the level of cooperation between people have also been low,” said Aleksiej Ignatiew, Director for Programmes and development of the Agency of Regional Economic Development (ARRG).
