T he relation between a metropolis and a region is multi-layered. Me- tropolises propel development but also assign funds to their own needs. Therefore, it is of the utmost importance to achieve the right balance. Jacek Ryń- ski, President of the Management Board of Electus SA, emphasised the necessity of increasing the number of leveraged EU funds. In his view, a good solution for less-developed countries is oered by tax relief for entrepreneurs. Progress and development have been always interconnected. Today this obvio- us relationship is becoming a basis for an economic programme based upon knowledge.
