The meeting was called to order by Chair Jane Daniels at 7:00 p.m.
PRESENT: Councilmembers Bourke, Clark (arrived at 7:06 p.m.), Herbst, Hovland, Kolb, and Mayor Ryan.
ABSENT: Councilmember Swanson.
ALSO PRESENT: Clark Arneson, City Manager; Jane M. Cross, City Clerk; and Recording Secretary Carol Hamer.
Anoka County Assessor’s Office: Ron Foster, Residential Appraiser; Brittania Sorgdrager, Residential Appraiser; Janelle Disrud, Residential Appraiser; Mike Ducklow, Residential Appraiser Supervisor; and Sue Rinehart, Senior Appraiser – C & I Properties.
Board of Review Members: Joe Collins, Randi Erickson, Laurie Pekarik, Perry Petersen, Howard Thorson, and Chair Jane Daniels.
Review of City of Blaine Assessment Trends 2010 Payable 2011
Ron Foster, Anoka County Residential Appraiser, reviewed total residential sales assessment calculations for 2010, payable 2011 in the City of Blaine.
Blaine median sales price (qualified sales) assessment year 2010 payable 2011 ~ $190,600.
Blaine median sales price (qualified sales) assessment year 2009 payable 2010 ~ $205,000.
Decrease from assessment year 2009 to assessment year 2010 is 7%.
Mr. Foster provided an overview of residential ratio recap assessments 2010, payable 2011.
Councilmember Clark arrived at 7:06 p.m.
Sue Rinehart, Senior Appraiser – C & I Properties, reviewed commercial/industrial sales assessment calculations for 2010, payable 2011 in the City of Blaine. She reported there were four sales in the City of Blaine during the sales study time period, while six sales are required by the Department of Revenue for the sales study. Due to this, the Blaine commercial market was absorbed into the county-wide study.
