Agenda Cover Memo Ordinance No. 10-2201
First Time License
Single family home or townhome = 1 building - $100 plus 1 unit $10.00 = $110.00 annually.
2 building apartment complex with 18 units = 2 buildings – 2 x $100.00 = $200.00 plus 18x$10 = $180 total $380.00 annually.
Renewal License (after 3 or more years of no inspection issues)
Single family home or townhome = 1 building - $50.00 plus 1 unit $10.00 = $60.00 annually.
2 building apartment complex with 18 units = 2 buildings – 2 x $50 = $100.00 plus 18 x $10 = $180 total $280.00 annually.
It is staff’s recommendation that the “per building fee” be increased not the “per unit fee”, this will have the least impact on the apartment complexes which we have very few problems with. In addition staff is recommending to provide a fee reduction for properties that remain violation free for three years.
Minnesota Statutes §462.353, subd. 4(a) provides, in part, as follows: “…A municipality may adopt a fee schedule under this subdivision by ordinance…, following publication of notice of proposed action on a fee schedule at least 10 days prior to a public hearing held to consider action on or approval of the fee schedule.” Although the City Council has adopted a fee schedule by resolution annually, it is upon the recommendation of the City attorney that we adopt our fee schedule by ordinance, after a public hearing.
Below are listed the proposed changes to the fee schedule (added portions are underscored and deleted portions are shown with strike through).
Rental housing license fees (+$10.00/unit)
Previous Fee $50.00/bldg (+$10.00/unit)
Proposed Fee $100.00/bldg (+$10.00/unit)
Late fees (for every 30 days past due date)
Rental housing license fees (after 3 years with no inspection issues)
