The report to the Planning Commission was presented by Shawn Kaye, Associate Planner. The public hearing for Case File 10-0008 was opened at 7:10 p.m.
Jake Lesley, 1473 91st Avenue NE, stated he has read the recommendations and the following conditions in regards to no outside storage or parking of vehicles. There will be plenty of indoor storage with the show room. Mr. Lesley does not carry more than five vehicles at a time. He specializes as a car agent. Prospective buyers contact him to find specific vehicles. He goes to auctions as an agent in search of vehicles and the customer picks the vehicle up at the shop. No vehicles will be stored outdoors. This is not a typical used car sales shop with an open lot. There will be no vehicle repair done at the shop. He has agreements with local auto body shops in the City of Blaine and all vehicle repairs and body work will be outsourced. Mr. Lesley will obtain a Certificate of Occupancy after the approval of the Conditional Use Permit.
As no one further wished to appear, the public hearing was closed at 7:14 pm.
Commissioner Karnick asked if this is a new or existing business.
Jake Lesley responded J-Less Enterprises, LLC is a new entity and will be operating business under the name Minnesota Used Car Sales. We will have a moped division which is Minnesota Mopeds. All of our online sites are up and running. We are waiting for the completion of the application before we move into the site and obtain the actual dealer license and begin the sales of used cars. Mr. Lesley stated while attending school at Minnesota State - Mankato, he started selling mopeds to the community and students on campus. As interest grew, the University gave him support and direction on outlets to grow his business. Mr. Lesley felt Blaine would offer additional opportunities to grow his car business with online sales and moped sales. The space will work great for his business needs. Mr. Lesley will need a used car license to purchase cars whole sale.
Commissioner Goracke asked if the applicant will have employees.
Jake Lesley responded he is starting as a single member LLC. As the business grows, he intends to hire employees.
Chair Ouellette asked what kind of cars he will sell.
Jake Lesley responded his niche is second generation, luxury vehicles ranging from $7,000- $18,000 with 40,000-100,000 miles.
Chair Ouellette asked how many mopeds will be in stock. Jake Lesley responded from to 7 to 15 mopeds and 2 to 4 vehicles.
