Councilmember Hovland stated when this program originated he thought it would be a one or two year program, rather than an ongoing annual program. He requested that a review of the program be included on a future Council workshop agenda.

Councilmember Herbst stated his position that the goose population should be controlled, but that there may be options for reducing the cost. He noted the possibility of allowing blinds to be set up in certain locations in the City.

Councilmember Bourke asked if there is statistical data available to show that the program is working in maintaining the goose population. Public Works Director Ulrich replied that statistics can be obtained from the USDA. He stated the program has been highly successful in roundups and will address goose nests throughout the City.

Action 10-61 (AI 10.4)

Moved by Councilmember Herbst, seconded by Councilmember Hovland, that “Authorize payment to the United States Department of Agriculture, Animal and Plant Health Inspection Services (USDA, APHIS) in the Amount of $10,000 for Wildlife Management Services” be approved.

Motion adopted unanimously.

Approve 2010 Well Maintenance

Action 10-62 (AI 12.1)

Moved by Mayor Ryan, seconded by Councilmember Herbst, that “Approve 2010 Well Maintenance” be approved.

Public Works Director Ulrich provided an overview of the 2010 Well Maintenance Project. He advised that the project involves wells 8, 10 and 12. Staff recommends awarding the low quotes for each well to Bergerson-Caswell.

Motion adopted unanimously.

Resolution No. 10-26, Approving Premises Permit for Charitable Gambling, Blaine Jaycees to conduct charitable gambling at Blainbrook Entertainment Center, 12000 Central Avenue NE, Blaine, MN

Action 10-63 (AI 12.2)

Moved by Councilmember Hovland, seconded by Councilmember Bourke, that Resolution No. 10-26, “Approving Premises Permit for Charitable Gambling, Blaine Jaycees to conduct charitable gambling at Blainbrook Entertainment Center, 12000 Central Avenue NE, Blaine, MN” be approved.
