Linda Brausen, Charitable Gaming Manager for Blaine Jaycees, stated the Blaine Jaycees are very excited about being back in the City of Blaine.

Motion adopted unanimously.

Resolution No. 10-27, Approving a Premises Permit for Charitable Gambling, Blaine Lions Club, 10634 Washington Blvd NE to conduct charitable gambling at Time Out Sports Bar, 10400 Baltimore Street NE, Blaine, MN

Action 10-64 (AI 12.3)

Moved by Councilmember Swanson, seconded by Councilmember Hovland, that Resolution No. 10-27, “Approving a Premises Permit for Charitable Gambling, Blaine Lions Club, 10634 Washington Blvd NE to conduct charitable gambling at Time Out Sports Bar, 10400 Baltimore Street NE, Blaine, MN” be approved.

Motion adopted unanimously.

Councilmember Swanson left the Council dais due to a conflict in interest on agenda item 12.4.

First Reading – Ordinance No. 10-2201, Amending fee amount for Code Section 18-505 – Rental Housing License Fees, of the 2010 Fee Schedule

City Manager Arneson provided an overview of Ordinance No. 10-2201. Community Standards Director Fiske explained that due to the current backlog in inspections, staff will develop a form letter to go out as they receive applications from townhouse owners to inform them that the application has been received and that the current license is valid until the new license is received. If an inspection is needed immediately the property will be put on the priority list.

Councilmember Bourke requested information for the public on the purpose for rental licensing in the City. Community Standards Director Fiske stated the City has had rental licensing for quite some time, but prior to 2007 it was only applicable to apartment complexes. A need was seen for regulation of townhomes and single family homes because those rental numbers were rapidly growing. In 2007 the rental license ordinance was changed to include all residential rental properties. Staff has found there are a lot of safety issues, especially with older single family homes that have been owner-occupied for many years.

Declared by Mayor Ryan that Ordinance No. 10-2201, “Amending fee amount for Code Section 18-505 – Rental Housing License Fees, of the 2010 Fee Schedule” be introduced for first reading and placed on file for second reading at the April 1, 2010 City Council meeting.

Councilmember Swanson returned to the council dais.
