ADMINISTRATION: Resolution No. 10-36, Approve Joint Powers Agreement No. 2010-0503 with Anoka County for the Signal Reconstruction at the Intersection of County State Aid Highway 10 (Old Trunk Highway 10) and Able Street, SAP 02-610- 14, Blaine SAP 106-020-20, Improvement Project No. 03-03

BACKGROUND:

The City of Blaine, the City of Spring Lake Park, and Anoka County have joined together for the purpose of installation of a new traffic control system at CSAH 10 (Old TH 10) and Able Street NE in 2010. The purpose of this agreement is to outline the responsibilities of Anoka County, the City of Spring Lake Park and the City of Blaine regarding installation and maintenance of the traffic signal. The City of Blaine’s proposed cost participation consists of 37.5% of signal construction cost and 50% of opticon traffic light changing system construction cost, for an estimated project cost share of $110,716.20. The City of Blaine will have no maintenance costs associated with the project. The City of Spring Lake Park will be responsible for the luminaire maintenance, relamping, and painting. The County will provide all other maintenance needs of the traffic signal and will bill the City of Spring Lake Park quarterly for all costs.

The funding source for the City’s portion of this project will be Municipal State Aid funds.

RECOMMENDED COUNCIL ACTION:

By motion, approve Resolution No. 10-36.
