The voluntary sector has significant presence in almost all reasons of the country and its role as an important partner of the government in development is being increasingly recognized. ? be managed by an independent, volunteer board of directors elected periodically by the members; have a clearly defined constitution and be accountable t o that constitution; be financially independent; ? have a formal legal status, permanent headquarters and employ professional or volunteer staff; and have humanitarian objectives and programmes.
