The Planning Board shall adopt such rules and regulations for carrying out its duties. under this section as a Special Permit Granting Authority in accordance with M.G.L., Ch. 40A §9, these Bylaws, and the Constitution of the Commonwealth of Massachusetts. The Planning Board may in any particular case, where such action is allowed by law, in the public interest and not inconsistent with the purpose and intent of this Site Plan Review, waive strict compliance with its rules and regulations. The Planning Board may waive the requirement for Site Plan Review where there is a change in use or occupancy and no substantial construction or improvements to the site will occur.
