undesignated flow in Section 5.60 (B) and the use category flows in Section 5.60 (C) shall require a 4/5ths vote of the Board of Selectmen, acting as Sewer Commissioners. Any flow amounts approved by the Selectmen under this Section that exceed the annual allocation shall then be subtracted from the available flow for all categories in the following year.
