This UST facility is locatedattheNortheascomerofDew~yDrive andMadisonAvenuein FairOaks, California. Thepeoplelistedabovewereatthe facility at approximatel 7:30 AM on August16,2004. PraxairService Inc. (PSI)startedsettinguptheir equipmenandprepare to conducthegrosshelium test.At about10:15AM, Mr. NahumValdezof Fillner Constructio Inc. startedto installthe spill bucket adapter andnipplesonthe tankriserssothatPSIwouldbeableto makeconnection to inoculatethe tankswith tracer. Ms. FerreiraandMr. Sahlinwitnesse the installationof the spill bucketsaccordin to manufacturer' instructions.At 11:45AM, PSIstartedthegrossheliumtest. Probl~mswereencountered onthe regular'unleade spillbucket;the drainhada slightleak. The spill bucketwasremoved,cleaned, andreplaced.The premiumfill adaptehada slightleakbecaus the setscrewswerenot fully tightened, this alsowasfixed. Mr. Sahlinobserve thatboththeseproblemswereimmediatelyfixed andthe "Leak Simulation"wasstartedabout1:45PM by inoculatinga 5 footprobein the horizontalsamplingprobe (HSP)manholewith Tracer"E". The leaksimulationtracerwasfoundin sufficientconcentratio to establis theEnhancedTracerTight test(oftenreferredto asELD) timetableat 18.5hoursfor this UST facility. The productlinesweretheninoculatedwith Tracer"w" at2:30PM. The waitingperiod for the APT flex pipeis 10-20minutes. (Accordingto PSIStandardOperatingProcedure t,he waittime for flex pipe with smallsecondarvolumesis 10-20minutes,while the waittime is 20-40minutesfor rigid fiberglasspipe with largersecondarvolumes.)At 3:00PM airwasblown throughthe secondarspace of theproductpiping, anda smallproblemarosewhenPSIencountere waterin the secondarspace. This waterwasflushedoutandairwasblownthroughwithoutanyfurtherdelays. At approximately5:00 PM all productandvaporlinespassed.At 5:45PM, all threetankswereinoculatedwith Tracer"A" and broughtupto 0.5poundsper squar inch (psi)pressure.

At 7:00AM onAugust17,2004,PSIevacuate (i.e.,blewthesumpsout with air)andrecoveredthem with plastic. Ms. FerreiraandMr. SahlinwitnessedFillner Constructio Inc. fIXthewire tensionholders in theautomatictankgauge(ATG) caps. PSIhadto releas thepressur fromthe tankandre-pressur it aftertheATG wasfixed. Anotherproblemwasdiscoveredononeof the fill capsonthe dieseltank,and the fill capwasreplaced.The caponthe"futurePhas I" riserfor the dieselwasalsoleaking. The fill adaptewasremovedandreplacedwith athreadedcap. The onlyotherdifficulty encountere wasthatit wasveryhardto pull the nylon tubingthroughtheHSP. CGRSwascalledandtheycameto the facility to pull thetubing. After theseproblemswerefixed,the facility passe the ELD post-installatio testat

6:00PM on August17,2004.
