It does not propose a general requirement for prior authorisation but it does propose to allow member states to have such a system in certain circumstances. These include where the likely take up of care in another country would cause significant disruption to the financing, planning and maintenance of the national health system.
One of the main functions of the Health Information and Quality Authority (HIQA) is to develop standards on safety and quality of health services and to monitor enforcement of those standards. HIQA’s remit applies in the public sector and it has no role in relation to private hospitals or other private health facilities.
The Commission on Patient Safety and Quality Assurance was established in 2007 and is expected to report in 2008. The terms of reference of the Commission are to develop proposals for a health service wide (encompassing both the public and the private sectors) system of governance based on corporate accountability for the quality and safety of health services.
