Topic: Competitive Sourcing
Purpose: The purpose of this communication is to provide a status update of the Agency’s Competitive Sourcing activities.
Background: The Forest Service is currently conducting studies planned for this fiscal year in the most recent draft “Green Plan” (dated December 7, 2005) and completing studies initiated during FY 2006. The Green Plan describes how the Agency plans to address the efficiencies between public and private sources as outlined in the President’s Management Agenda (PMA). The Green Plan speaks to competitive sourcing activities the Agency will initiate and complete over a 5-year period. The Plan should be inclusive of the Agency’s entire commercial inventory. In accordance with USDA policy, Agency plans are updated on a yearly basis and submitted for approval through USDA to the Office of Management and Budget (OMB) by August of each year.

Update: Feasibility Studies of Fleet Management and the Geospatial Services and Technology Center (GSTC) were completed in FY2006, and their recommendations are being implemented. The Aviation and Other Airborne Activities Feasibility Study is scheduled for completion in December 2006 and joint DOI-Forest Service studies of the Dispatch/Coordination System and Fire and Aviation Training will kick off this winter. A feasibility study of NEPA Information Collection and Analysis is in the project planning stages and a Computer Application Development study will begin in July, 2007. A public-private competition of Communication Functions is underway and a performance decision is expected in April, 2007.
An OMB Circular No. A-76 standard public-private competition of Communication Functions was publicly announced on June 29, 2006. The competition encompasses photography and web posting activities at all levels of the Forest Service. The complete scope of the study is outlined in the Performance Work Statement (PWS).
