future accomplishment of NEPA activities.  A Civil Rights Impact Analysis (CRIA) will also be completed as a part of the study process.  In order to collect accurate information for the feasibility study, a data survey will be sent to all employees working in or managing the NEPA process.  

The Executive Sponsor for this efficiency study is Deputy Chief Joel Holtrop; the Project Lead is Jody Sutton; and the Competitive Sourcing Technical Resource is Betsy Walatka.  

Computer Applications Development:  A feasibility study of Computer Applications Development (CAD) within the Forest Service will be initiated in July 2007.  The CAD study will be similar to that described for NEPA in the previous paragraph.  

The Executive Sponsor for this efficiency study is Deputy Chief Hank Kashdan; the Project Lead is currently being recruited and the Competitive Sourcing Technical Resource will be Eric Roberts.  

Dispatch/Coordination System and Fire and Aviation Training:   These functions were also identified for feasibility studies during FY 2007 in partnership with the Department of the Interior (DOI).  Currently DOI and the Agency are in joint discussion with the appropriation committees about these efficiency efforts.  We anticipate a conclusion by the end of the calendar year and that will determine how the Department and the Agency proceeds with these functions.  

The Executive Sponsor for this efficiency study is Deputy Chief Jim Hubbard; the Project Lead will be Bob Kuhn; and the Competitive Sourcing Technical Resource will be determined at a later date.  

High Performing Organizations:

Geospatial Service and Technology Center:  This feasibility study is complete and has been submitted to USDA and OMB along with a High Performing Organization (HPO) proposal.  No comments have been received to date.  The feasibility study recommendations are in the process of being implemented.  The GSTC Futuring Effort recommendations which address performance gaps, increase outputs, leverage the latest technology and meet the needs of a greater number of customers in a cost effective manner, are being implemented.  Implementation of the HPO proposal will require that the GSTC enter into a Letter of Obligation (LOO) similar to that used to implement an MEO under the Circular.  In addition to the LOO, other Circular requirements such as quality assurance and quarterly reporting will apply and are under development.  

The Executive Sponsor for this efficiency study is Deputy Chief Joel Holtrop; the Project Lead is Chuck Dull.  No specific technical resources from the Competitive Sourcing Staff are anticipated, however, support will be available as needed.
