The FY2006 FAIR Act Inventory was submitted to USDA in May. The inventory is considered final when published in the Federal Register.
In addition, an extensive effort is underway to streamline, standardize, and automate the inventory process. In the future, the FAIR Act determination will be made at the time a position is established and standard reports will be available through the Human Resources Information System. This effort is a component of the HR BPR and is an accountable item for HCM and the P&BA staffs. April 2007 is the accomplishment date for this activity and it is anticipated the FY 2007 update will be performed with minimal impact to the field units.
FY 2006 FAIR Act Inventory has 36,485 FTE:
2,731 FTE Inherently Governmental (7%)
4,599 FTE Not eligible for examination (Commercial A) (13%)
Justifications were provided with inventory submission to USDA for all Inherently Governmental and Commercial Reason Code A position coding.
29,155 FTE are eligible for examination (Commercial B) (80%)
Some examination of approximately 7,600 FTEs has taken place in the Job Corp; IT Infrastructure; Financial Management; Human Resources; Fleet Management; Aviation Management; Geospatial Technology and Service Center; Web and Photography Services; Fleet Maintenance; End User Support; Content Analysis; and Roads Maintenance functions.
