Private Security Company Registration Process & Procedures

PSC Registration

Per CPA Memorandum 17, Private Security Companies operating in Iraq must be registered with the Ministry of Interior (MOI) and possess a valid operating license issued by the MOI. The process for submitting applications is summarized below:

Process

Ministry of Trade Revises Registration Rules for Foreign Companies February 25, 2004

The Ministry of Trade has issued revised instructions and an application form for registering the branches and trade representation offices of foreign companies. The revised instructions and application form implement the streamlined registration process set forth under Coalition Provisional Authority Order No. 39 on "Foreign Investment", as amended. The revised instructions also indicate that the Ministry considers the previous special requirements for commercial agents of foreign companies nullified by Order No. 39.

Private Security Company to submit compiled documents to the PSCAI

PSCAI submits documents (PSCAI-issued cover letter, original Bond letter, copy of MOT registration) to MOI

4.

MOI Office of PSC Registration creates letter for Deputy Minister to sign to submit to Minister

Minister signs

6.

Deputy Minister issues a Letter of Registration for the PSC and an official Registration document which is given to the PSCAI to give to the PSC

NOTE: Validity is by calendar year. Therefore no matter when you do register, the expiration date on your registration will be December 31, 200X 

Required documents compiled in order in a neat organized binder:

1.

Cover letter detailing the exact title of your company (should mirror the company on your Ministry of Trade registration document), the head of company in Iraq and a secondary POC with the full name, title, phone, address and email for each. (must be Iraqi address and phone numbers)

2.

Description of work in Iraq – Short description of what your company does, some of the contracts, and the area of operations.

3.

Warranty as to accuracy of information provided – Statement on company letterhead signed by authorized company official.

4.

Corporate name and corporate details of the Applicant [Incorporation documents]

5.

Corporate details of Iraqi entity (if you have a subsidiary of the company in Iraq then proof needs to be provided)

6.

Ministry of Trade registration (two copies)
