That the group brings a final version of the Action Plan to the next meeting of the Board with recommendations for spend in 2009/2010.

Task and Finish Group – Town Centre Regeneration Mark Abley presented a report (for copy see file of Minutes) regarding the work of the Town Centre Regeneration Task and Finish Group.

It was reported that the Group had met on 12th August and 2nd September 2009 and had agreed to:

  • Take forward negotiations with Durham County Council representatives and Festival Walk administrators with regard to the rental of units and improvements to the environment aspects.

  • Work with existing groups/organisations that had the capacity to roll out events to increase the footfall in the town.

  • Assess the potential of incorporating a ‘shop local’ scheme.

  • Consider the possibility of employing a ‘Town Centre Co-ordinator’.

  • Use local publicity channels to communicate what work the AAP was currently undertaking.

  • Investigate the potential for re-instating and establishing the market in the town centre.

  • Investigate the potential of installing a physical inter-active stand within the town to advertise what services were available.

  • Consider the possibility of having more facilities in the park environment e.g. catering

  • Nominate Mark Abley as the lead to drive forward the work of the Group.

The Board was pleased to note that the unit which had been previously occupied by Woolworths in Spennymoor Town Centre appeared to have been let on a lease basis to another organisation/company (as yet the identity is to be confirmed).

AGREED:

That the report be noted.

    That the group produces a concise Spennymoor AAP Town Centre Regeneration Action Plan, based on the actions set out in Section 4 of the report.
